     "An Act relating to oil and gas; relating to the oil and gas                                                               
     corporate income tax; relating to the oil and gas production tax;                                                          
     relating to tax credits; allowing the Alaska Industrial Development                                                        
     and Export Authority to issue bonds for an oil processing facility;                                                        
     making conforming amendments; and providing for an effective
